Or might this not show that God is 100% man and 100% God?Yes their is a change in character and you yourself pointed it out. Verse 15 says that the prophet will be like unto me (God). But in verse 18 the prophet is not characterized in this manner. In 15 it says that unto him the author is supposed to heaken to but in the 18th verse the ones who are going to hearken unto that prophet is "them", not the author, not the Israelites "and he shall speak unto them", the Levites.
