This verse many people have been debating it and they came out with few answers

1.Baptism of Water and Holy Spirit
2.Born in the mothers womb with water sac so born of water and the Spirit
3.the word water here is refer to the word of God cleansing,so water refer to the word of God

out of this 3 which 1 is the correct interpretation?

Most Bible commentators show that "water" in Scripture often refers to the Word and also the Spirit, depending on how it is used. It has been stated that it could have been translated "..even the Spirit", rather than "and" (KJV); also, we know that the written Word is essential to the truth of salvation and the Lord Jesus is "the Word" (John 1). Baptism could not be the entrance to heaven, so water is not a factor here. Baptism only speaks of faithfulness and obedience to honor the Lord.

Look at the context of the passage. Jesus was talking to Nicodemus. Nicodemus was asking Jesus what it means to be born again, and said “Surely they cannot enter a second time into their mother’s womb to be born!" in verse 4 right above that. It was in that context that Jesus gave the answer about a water birth and a spirit birth. Being born the first time is the water birth, and being born a 2nd time is the spiritual birth.

Once can also argue that this is a type, or example, of being born again as the first birth, and being filled with the Holy Spirit as the 2nd birth. In fact, I think that it's reasonable to conclude that both meanings are built into the passage. So can I go with both 1 and 2, and maybe 3 as well all being valid interpretations?

Water belongs to nature

The Gospel and Jesus belongs to the spiritual

Baptism means initiation.

We are born of water first, naturally, - nature is governed by laws, so the law of Moses

We die in our birth life naturally and become the spiritual way, love and all that means is what governs the spiritual world or heaven.

The ancient prophets represent the law and belongs to the natural world.

Jesus on the other hand, represents the spiritual, the love of God, eternal life that is superior to natural life.

With nutural - is our first baptism

With the spiritual is our second baptism

Thus, we are born of water and the Spirit

The Greek for born in this passage is - gennaó - which means to bring forth, give birth

and the Greek for water in this passage is - hudór - which means water

pneuma - wind, spirit

The Greek for again in verse 3 is - anóthen - from above

My opinion is that Christ was referring to a man first being born physically through the mother's water and then to have his spirit re-born when he accepts Christ as Savior.

John 3:6
6. That which is born of the flesh is flesh; and that which is born of the Spirit is spirit. 7. Marvel not that I said unto thee, Ye must be born again. 8. The wind bloweth where it listeth, and thou hearest the sound thereof, but canst not tell whence it cometh, and whither it goeth: so is every one that is born of the Spirit.

The Greek for flesh in verse 6 is - sarx - flesh
The Greek for spirit in verse 6 is - pneuma - wind, spirit
The Greek for wind in verse 8 is - pneuma - spirit, wind
