Bug Tracker: Missing "Message" Box

Unless I am using the "Enhanced Interface - Full WYSIWYG Editing" setting for my Message Editor Interface, the box I am typing in right now does not appear. Everything else, including the "Title" field appears to be the same. Can y'all make it work with the "Basic Editor - A Simple Text Box" selection? Thanks.

Additional info: The Submit Response textbox on an existing Tracker Item shows just fine in any setting. The only textbox that is missing is the one used to make an initial Bug Report.
