You claim that sex and gender are different.
Therefore IF a person has a problem with gender being mismatched to body
You advocate surgery and hormones on the body.

Since gender is, at most, a social construct or a personal preference,
it would be easier to change gender,
change the person's mind than to change the biological sexual body.

Don't change the body to match the gender.
Change the gender to match the body.

Better, much more better.

You've said incessantly that only women can use women's changing rooms. So if a person changes their sex to a woman (you literaly said that sex and gender are separate and that they change their sex) then they can use the woman's changing room.

Good idea. So therapy is undoubtedly the first step. From here: Transition Roadmap | Gender Affirming Health Program.

'Gender transition is a very private, personal, and individualized process. In general the first step is to explore your gender identity. This can include any combination of internal self-reflection, connecting with community and support groups, or working with a therapist who has expertise in gender identity issues. This process could take anywhere from months to years'.

That therapy may well result in the person being eventually happy with their gender and feel no need to transgender. In which case the problem hasbeen solved. If that doesn't happen then there are further steps one could take. Feel free to investigate what those are likely to be.

There is biological sex

Then there is biological Gender (performance) which is the same as biological sex:

Then there is the fact that women scream. Then grab the cook pots, the babies and run.

There are significant differences in performance and although a man or woman might study and attempt to copy the opposite sex, those gender reactions, gender performance and gender is dictated by biology.
Set in stone, one and the same therefore any "sex change" is merely cosmetic. A man is still a man and a woman is still a woman.
