And God blessed them (the living souls…every “living creature”) and says be fruitful and multiply.
The living souls are those who hear the Word and will have received in belief of what the Spirit says (the Living Waters that stream the Word of Truth) with the fruits of the Spirit and joy is one of those fruits.
Gal 5:22 KJV
(22) But the fruit of the Spirit is love, joy, peace, longsuffering, gentleness, goodness, faith,
The Living Waters will bring forth rejoicing among those living souls who will hear and receive the Word of God (with the fruit of joy) as spoken by Christ whose voice is as many waters….and so then their joy shall be multiplied.

When we receive His Word with joy, we can then be able to enter into the fullness of the joy of the Lord.
We can receive the Word with joy but then never be able to have "joy fulfilled" if we fall away. We are to be fruitful with the fruit (joy) of the Spirit so that we might have our joy multiplied.
Luk 8:13 KJV
(13) They on the rock are they, which, when they hear, receive the word with joy; and these have no root, which for a while believe, and in time of temptation fall away.
The joy of the Lord can be fulfilled within ourselves when we hear Him speak.
The Lord will multiply our joy when we receive His words with the fruit of the Spirit....that is, with joy. Joy about hearing His Word begets joy increased as we shall be able to enter into His multiplied joy. "Joy fulfilled".
Joh 17:13-14 KJV
(13) And now come I to thee; and these things I speak in the world, that they might have my joy fulfilled in themselves.
(14) I have given them thy word; and the world hath hated them, because they are not of the world, even as I am not of the world.
When we hear and receive His testimony with joy, then our joy shall be fulfilled by Him. We shall enter into the fullness of the joy of the Lord as God will multiply that joy.

(29) He that hath the bride is the bridegroom: but the friend of the bridegroom, which standeth and heareth him, rejoiceth greatly because of the bridegroom's voice: this my joy therefore is fulfilled.
God will multiply those who will hear and they will be able to enter into the fullness of the joy of the Lord so that the “fowl” ….the words of thanksgiving and joy…are multiplied in the earth.
Jeremiah 30:19:
Then out of them shall proceed thanksgiving And the voice of those who make merry; I will multiply them, and they shall not diminish; I will also glorify them, and they shall not be small.
“… fill the waters in the seas, and let fowl multiply in the earth.”
Praise Him among the nations of the world with singing.
Psa 57:9 KJV
(9) I will praise thee, O Lord, among the people: I will sing unto thee among the nations.
We shall glorify God among the nations for His knowledge. Let the earth be filled with knowledge of the glory of the LORD as the waters cover the seas. Fill the waters in the seas with His praise.
Hab 2:14 KJV
(14) For the earth shall be filled with the knowledge of the glory of the LORD, as the waters cover the sea.
Declare His glory among the nations…His wonders among all people.
Psa 96:1-4 KJV
(1) O sing unto the LORD a new song: sing unto the LORD, all the earth.
(2) Sing unto the LORD, bless his name; shew forth his salvation from day to day.
(3) Declare his glory among the heathen, his wonders among all people.
