The premise in the thread title is wrong. Atheism has not always been known as sin and devaluation of all values.

As for the country that first legalised it.. Propably ancient India in 5 BC.

In the Bible God commanded and committed genocide presumably for fun since he could have actualized his desired outcome by other means which do not involve violence. Also he tortured a baby for fun by the same reasoning.
