Are there still bad angels in heaven after the above?

Probably not.

God's will in heaven is perfectly obeyed.

Matthew 25:

31 When the Son of Man comes in his glory, and all the holy angels with him, then he will sit on his glorious throne.

14 Are they not all ministering spirits sent out to serve for the sake of those who are to inherit salvation?

I agree with your overall thesis and conclusion. But I'm wondering if the text quoted above supports what you say in a strictly logical manner. I think I'm splitting hairs, but it gave me pause when I read it.

I am hearing you say "God's will is done in heaven" ==> God's will is 100% achieved in heaven. But does the fact that angels exist in heaven that follow God's will PRECLUDE evil angels in heaven that do NOT following God's will?

In God's universe, there is not uniform adherence to God's will. Earth is a known example of a location at rebellion, though it unstated if there are other locations as well. I think the Bible is presenting a simplistic division the universe according to an earthy perspective: Earth vs everywhere else ("heaven"). It is possible that God took all the rebels (Satan and his fallen angels) from their original locations and confined them to Earth. But there could be other rebel hangouts as well -- we just don't know.

I might say, "Oh that my hometown had restaurants serving delicious Thai food like they serve in Bangkok." But this doesn't logically mean that an Italian restaurant could not also be found in Bangkok.

I don't want to distract from the core intent of your OP, which I agree with. And I appreciate the thought and effort you put into answering these interesting theoretical questions. Thank you!

No, not in a strictly logical manner. That's why I used phrases like 'probably not' and 'I doubt it'. They are probabilistic phrases.

You have overread. I am particularly careful with a formal symbol like '=>'.
