I Samuel 1 narrates the story of Hanna, the wife of Elkanah.

10In her bitter distress, Hannah prayed to the LORD and wept with many tears. 11And she made a vow, pleading, “O LORD of Hosts, if only You will look upon the affliction of Your maidservant and remember me, not forgetting Your maidservant but giving her a son, then I will dedicate him to the LORD all the days of his life, and no razor shall ever come over his head.”

In the New Covenant, I don't see any need for making vows. The New Testament does not command it for Gentile Believers, or even give any directions concerning it, other than, do not swear, but let your yes be yes, and your no be no (Matt.5:37, James 5:12). The one instance mentioned is that the Apostle Paul took a vow about cutting hair in Acts, which was a display of his Jewish devotion. God is calling us as Followers of Christ to daily commit our heart after Him, but that is direction, not perfection. When we fall short, His Spirit convicts us, and we repent, and grow in Him. Our hearts are after fellowship with Christ.
