That is simply a conversational question. A question that answers another question is much trickier to frame.

To provide an example -

The question -

Is that not what black markets are about?

Answering the question with a question -

Black markets always indicate thievery and lying, don't they?

The question was answered with the statement that black markets always indicate thievery and lying. This is turned into a question with the addition of "don't they?"

Or, to phrase a new question which would address your interest, you could pose it as,

Black markets attract people like you, don't they?
