Making this thread in case anyone wants to learn how to make an animated avatar.

Well first you have to start with choosing an animated .gif image that you like. You can also convert a video clip to gif format if there isn't already a gif that you like.
Then, you have to scale the gif down to 120x120 pixels or less. This is a requirement for CF avatars.
You also have to drastically reduce the gif's quality until the gif is less than 100KB (another CF requirement).
Once that is done, you should be able to simply add the gif as your avatar.

I had to drastically reduce the image size and quality for it to be small enough to work as an avatar according to CF's rules, but this should work:
