Does this verse not say that all Christians should be ready to answer questions?

Yes. But it doesn't say all Christians have the answers. :)

1 Cor 6:4 is about resolving a dispute with another Christian, and the point is to make it a matter to settle it without ever having to go before a magistrate or third-party judge.

And I will gladly stop anyone who is "for" Jesus when they are not willing to follow marching orders, and the authority that God does establish for His own ends, purposes, and means. :) I assume full responsibility for the answers and "hindering" that goes on in this forum. If I am ever wrong, ever off about something, or have stifled what God really wants to do with someone, I pray that day never comes, but humbly ask anyone who thinks I am, to PM me right away, and I will listen! But for now, I think God has given me this ministry for this very purpose, and I will serve it - to the glory of God.

What do you think?

Read the verses around I Cor 6:4. Paul (Paul?) says "I say this to shame you." As in 'Even the lowliest brother should be able to resolve things.'

I think following marching orders is extremely dangerous.
I would like to see a verse in the bible that says it is a good thing to follow marching orders.

Again, this is talking about resolving disputes between himself and another. It's a shame for two Christians to argue in court - is it not? That is Paul's issue. Not whether or not one is able to discern doctrine. Though I agree with your premise in that everyone is ABLE to give an answer by the Holy Spirit, you are using the wrong scripture to prove it. :)

As to the second, more important issue, you don't think it's biblical to follow the authorities that God has placed in your life? Even ones you stuble across on the internet who in fact own an intellectual interest and bear a spiritual responsibility for a Christian message board?
