That's kind of like asking why did/does God allow sin to continue.

Sin is/was a universal problem (started in heaven) .... before the fall the angels in heaven really had no understanding of it (they hadn't experienced it) ... that is ... how devastating it is ... nothing like "real experiences" to prove undeniable truth ... and there has, is and will be no question what is the better way to live ... because all on earth has experienced it and all in heaven has seen the destruction of sin (transgression of the law), but God is love and true love demands choice ... it can not be forced.

God knows the beginning to the end ... there are no surprises to Him .... not so with His created beings, they can only relate to their experiences and some will learn from them, some not.

There is nothing in the bible that says Cain repented. There are consequences to sin and God allows those consequences to happen. Cains consequence was he was sent away to live in isolation without roots in the creator God worshiping community. He built a society that was detached from God, and his children followed in his path (idolatry). He built a community that did not include the creator God ... and there were and are consequences for that. Really not much difference than it is today.

Did God give Cain the mark to protect his life so that he might eventually come back to repentance after life of tirbulation, or was it just a stigma ?
The Lord put a mark on Cain so that no one who found him would kill him. Genesis 4:15
