Why does God make people believe lies?

He doesn't make them, he allows them to.

If you are referring to inaccuracies in the bible, state so, as your question is rather.. short.

But... "send" is a verb.

Because, just like Pharaoh in Exodus, they are firm in their disbelief and their evil and would not change anyway.

The answer you're looking for is right there next to the verse you cited:

"...because, they received not the love of the truth, that they might be saved.
And for this cause, God shall send them strong delusion, that they should believe a lie:
That they all might be damned who believed not the truth, but had pleasure in unrighteousness." 2 Thess. 2:10-12

God simply "gave them their head", so to speak, and let them run headlong into the lies they had chosen to pursue.

Why does God make people believe lies?

This is part of Pauls letter where he speaks of the time of the Anti-Christ. Again this is just cherry pick which shows that you are confusing yourself. This is the whole chapter:

1Now we beseech you, brethren, by the coming of our Lord Jesus Christ, and by our gathering together unto him, 2That ye be not soon shaken in mind, or be troubled, neither by spirit, nor by word, nor by letter as from us, as that the day of Christ is at hand.
3Let no man deceive you by any means: for that day shall not come, except there come a falling away first, and that man of sin be revealed, the son of perdition;
4Who opposeth and exalteth himself above all that is called God, or that is worshipped; so that he as God sitteth in the temple of God, shewing himself that he is God.

Yeshua also stated that you must come as a child to be received by the Kingdom of heaven. That means that you must be humble, which you are not being. Instead you are being proud and arrogant.
