Each 1 million rep points you have = 1 star - in the upper right hand corner of your posts - it shows both rep points (the first number) and rep power (the second number).

The first number is how many reps you have which is how many stars you have per each million. You have 723 stars.

The second number (rep power) is how many points your rep to someone else is worth meaning how many points you are adding to their total rep points.

No, you have to rep someone to give them a star and to give them a star - the amount of rep points you have to give them for each one is 1 million.
