1 John 1:9 (New King James Version)

9 If we confess our sins, He is faithful and just to forgive us our sins and to cleanse us from all unrighteousness.
I have noticed that the majority of translations render the passage as this. And in this realization I noticed that it actually doesn't say to WHO we are confessing our sins. Only a couple translations I have found actually so "confess our sins to him" and even then the "him" isn't capitalized as if it is speaking of the Lord...so where do we get the idea that this verse is talking about direct confession of sins to the Lord? as apposed to others?

If I understand correctly, the Catholic and Orthodox churches agree with this as well. It's not the priest that's doing the forgiving, it's Jesus, through the priest. So a confession to a priest is a confession to Jesus. In their theology anyway,

I think it matters what the sin is as to whom we confess to.
We should always confess to the Lord.
But, if we sin against someone, we should confess and apologize to that person - shouldn't we? I guess we should follow the Lord's leading in such matters, but it would seem to me that we may need to confess to those whom we sin against too.

Part of your confusion may stem from the fact that, like so many others, you have ripped this verse out of its context and, by doing so, have forced it to lose its original meaning.

The subject of this sentence begins back in verse one and continues throughout the rest of the chapter.......

"That which was from the beginning, which we have heard, which we have seen with our eyes, which we have looked upon, and our hands have handled, concerning the Word of life— the life was manifested, and we have seen, and bear witness, and declare to you that eternal life which was with the Father and was manifested to us— that which we have seen and heard we declare to you, that you also may have fellowship with us; and truly our fellowship is with the Father and with His Son Jesus Christ. And these things we write to you that your joy may be full.This is the message which we have heard from Him and declare to you, that God is light and in Him is no darkness at all. If we say that we have fellowship with Him, and walk in darkness, we lie and do not practice the truth. But if we walk in the light as He is in the light, we have fellowship with one another, and the blood of Jesus Christ His Son cleanses us from all sin.
If we say that we have no sin, we deceive ourselves, and the truth is not in us. If we confess our sins, He is faithful and just to forgive us our sins and to cleanse us from all unrighteousness. If we say that we have not sinned, we make Him a liar, and His word is not in us."

Try reading the entire passage as if it were just one sentence.....
