Federal officials said in court documents that they halted billions of dollars in funding for energy projects to states “based solely” on whether they backed President Trump in the 2024 election.
When the Trump administration canceled more than $7.5 billion in Biden-era federal grants for clean energy projects in October, it framed the move as an urgent corrective to protect taxpayer funds from waste.
But it wasn’t true.
In little-noticed court documents, federal officials acknowledged this month that they had terminated the funding “based solely” on political criteria, targeting projects in states that were represented by Democrats and had voted for Kamala Harris, the party’s presidential nominee, in the 2024 election.
The admission showed how President Trump has weaponized the provision of federal education, energy, health, housing and infrastructure aid in his second term. Far from rooting out the sort of misspending that Mr. Trump sees as rife in Washington, the White House has instead sought to leverage the budget as a tool to assist its allies — or as a cudgel to hurt the president’s foes.

To put this in greater context, President Biden's clean energy projects already favored red states. As a president of all Americans, he was not picking and choosing to favor voters who voted for him.

But Hudson – now the head of House Republicans’ campaign committee – is one of the members of Congress whose district has benefitted the most from the climate law and its massive investment in clean energy.
About $12.7 billion in private investment has been announced in Hudson’s district since the bill passed, the second-highest amount in the nation. Much of it is from Toyota expanding a gargantuan car battery plant that has tripled in size since it was first announced. The factory will span the length of 756 football fields and will spur 5,100 new jobs, the company estimates.
Meanwhile, of course, this is not the first time Trump has sought to specifically punish blue states.

The district with the largest total announced investment is Louisiana Democratic Rep. Troy Carter's 2nd district, followed by Republican Rep. Richard Hudson's district in North Carolina, and then five GOP-held districts in Texas, according to an analysis by Rhodium Group and MIT. The top five announced investments are labeled in the map.
