It is up to each of us. We have to respect and seek the truth even when it does not support our worldview, beliefs, and biases. Do we have the character to such a commitment?
I don’t think so. It saddens me to say that truth and character are no longer priorities.
My suggestion is to not worry yourself about what everyone else is doing, as it's not everyone anyway, but just looks like it a lot of the time, as even a bad person does some good deeds usually in secret sometimes, but don't focus on any of that, but just focus on what you're doing, and the kind of person you want to be.
If you need for other people to be or do good in order for you to be or do good, then that's the wrong focus, so don't worry about any of that, ok. Just do good cause it's good, and you want to do it, etc. Seek out who is deserving, and discern those or that from where your efforts might be being wasted, and focus on that, ok.
Also wait for others to come across your path as you're going about your daily business that you might be good to also, and then do it if you see that they are deserving, ok. And do it just because it's good, and you want to do/be good (to someone else) and for no other reason, ok. (Not wanting to be paid back, or expecting a reward, etc) (Because that's also the wrong focus, etc, and will only show that you're not truly a good person yet, etc). Hope this helps.

I say "if they are deserving", because some people are not, or are not yet, ok. But it sometimes takes a special discerning to discern this, etc. And also because I am/have limited resources/resource, and I hate waste, and also taking away from others who might be more deserving also, etc, and that's the reason I say that, etc. (I live in an area where need is everywhere constantly; you go outside and it's there, etc, and I've also lived that kind of life for a little while in my past also, and so now I do this, etc) (More discerning now, and all of that, etc) (But I always try to do good/be good to somebody else, or several somebody else's throughout my days, when and where I can, etc).
