Which is what they originally planned to do, just quit monitoring. That is how you would cut costs. Instead, he's spending millions to actually remove them -- and as you point out, we'll likely eventually pay to have them reinstalled. How does that save any money? Isn't it actually spending millions more, to uninstall and then reinstall?

Further, you can't really just say "Democrat" -- it was a Republican controlled Congress that voted to keep the funding in, despite the administration asking it to be cut. It appears there are Republicans who care about this research.

For some reason, I started thinking of the song I.G.Y (What a Beautiful World) by Donald Fagen. It was a rather tongue-in-cheek look at the optimism of the International Geophysical Year and how great things would be by America's Bicentennial (in 1976). It would seem appropriate if Donald can do an updated version for the semiquincentennial.

FWIW, this may not be that much of a concern. From what I gleaned in about 10 seconds of skimming the project's website, it looks like the equipment is designed to be modular and moved around as needed, so some of this expense may already be covered under existing operations budgets (i.e. if you're already planning on picking it up and moving it, then picking it up and moving it to shore is maybe the same amount of money), and the restart costs may not be as high as what they'd be for equipment designed to be permanently installed.
