Being an illegal has to do with established law. It has nothing to do with race or sex. You can be an illegal of any, race, religion, sex, ethnicity, age, skin color, eye color, economic status culture etc. You are the one who decided to strictly make it about race and sex, proving your racism and sexism state of mind. The answer has changes according to the times and the circumstances.
I remember well enough that sometimes we are told that "all men" means "all humanity" and sometimes "all men" means "not us women".
