There’ll be competitions to see which crew can bring their big, lumbering ship to a halt, where their speed won’t “hinder” their aim.
The real - and perhaps funnier - reason is that the ship would be incapable of walking and chewing gum at the same time, so to speak. There aren't any powerplants currently in service (except possibly the nuclear plant on an aircraft carrier) capable of producing enough power to both move the ship and fire the weapons simultaneously.
That's true - I suspect the Russians are in the process of rediscovering its mighty motive powers, and we can't fall behind the Reds!
