This is a good excuse claim ignorance. How could she not know, with all that has been happening for 2 months in Minnesota? Undercover agents use non-governmental license plates.

When using a state license plate for a federal vehicle, it is to conceal that it's not a govt vehicle. Most govt vehicle have govt plated.They are not "undercover"; they are just using unmarked cars. Police detectives use regular looking cars all the time. That doesn't make the "undercover".
If doxxing is illegal, then arrest and prosecute those who actually do it. Apparently the AP is mistaken or lying. I can find no reports of anyone arrested simply for following ICE vehicles.
A news agency shouldn't presume something like that. There's a big difference between arrest and detention.![]()

ICE agreed in 2019 (and again in 2022) that its officers:
"[L]ack federal statutory authority to enforce state or local vehicle or traffic laws"
"[M]ay stop a vehicle to enforce civil immigration laws only if they are aware of specific, articulable facts that reasonably warrant suspicion that the vehicle contains an alien(s) who may be illegally in the country"
"...must document the facts and circumstances surrounding the vehicle stop that resulted in a warrantless arrest ... This documentation shall include the specific, articulable facts that formed the basis for the ICE Officer’s reasonable suspicion that an alien in the vehicle stopped was present within the United States..."
This was followed by state and federal judges ruling in 2025 that in at least 615 cases ICE had made warantless arrests and vehicle stops it didn't have the legal authority to, as well as subject at least some of these individuals to unlawful mandatory detention (including of US citizens).
This behaviour is not only in violation of US law and ICE policy, but also specific court decrees that ICE was bound to obey (and had willfully and voluntarily agreed to, then reversed course three years later and announced it was just going to ignore).
Furthermore, district courts found ICE had "implemented a policy of issuing defective I-200 warrants in the field for the express purpose of avoiding its obligation under § 1357(a)(2) and the Consent Decree". That is, ICE agents were just roaming around with administrative warrants in their pockets and arresting people without probable or sufficient cause because they look a certain way, live in a certain area, speak a certain language or work a certain kind of job or have a certain ethnicity (aka a "Kavanaugh stop").
