The officers are disguising themselves (and criminals are impersonating federal law enforcement agents). As the FBI made clear, the agents should be clearly identifying themselves and allowing their identities to be verified. If they don't, and break in, many homeowners will have a reasonable belief they are under threat and have the right to protect themselves.
