Question: I.C.E. is active in numbers of states in force. Why is this extreme reaction happening ONLY in MN where the Governor is under investigation for fraud?

There have been multiple 'reactions' in multiple states/locations starting with Los Angeles last summer. Situations have become particularly acute when the DHS has declared specific operations. Like "Operation Midway Blitz" in Chicago, and now "Operation Metro Surge" in Minnesota.

Not at this level of violence and not with the Governor of the State and Mayor of the city (both under investigation) calling for open resistance and both using violent rhetoric.

Because that is where ICE has been heavily deployed at.

The relative number of murders by ICE agents is directly proportional to the relative number of ICE agents.

Just to add some numerical context here. The median county in the US has a population of around 25,000. Los Angeles County has a population of 10,000,000, 400 times bigger. Not to mention that ICE has explicitly targeted these cities and moved in personnel from other areas to concentrate them there.

I love how this guy goes on for several posts appearing to drill into the data and talking about his "methodology" without once even hinting as controlling for the size of the population or the size of the ICE deployment.

Either he doesn't know what he's doing, or he's betting that his audience doesn't.

Trump is targeting cities in blue states to:

Create a false narrative that the cities are crime-infested, when in actuality all of the cities he's targeted have been doing an excellent job of controlling crime with their own police forces. Targeting Minneapolis allows him to focus on the other false narrative--day care fraud--based on flimsy videos from an amateur photographer.

In Minneapolis and California, trying to discredit popular national figures he perceives could be threats. In the case of Walz, it seems to have backfired, given Walz' compassionate, supportive response, calling up the National Guard to provide donuts, coffee, and protection against ICE overreach, etc. I loved Walz before this happened, and I love him even more now.

Hurt blue states economically. Minnesota has done so many great things in its budget--free school lunch for all, child care assistance, sensible gun controls, paid family and medical leave, attracting business through its well-educated, happy workforce. If they were more like Texas or Florida I bet their residents would be heading to Canada to live! Hurting Minneapolis by the ICE occupancy will cut tax revenue and make it harder for Minnesota to be the shining example of progressivism that it is.

My theory: Donald has apparently been itching to invoke the Insurrection Act as a way of staving off the midterm elections. Timing matters - too soon and martial law will be shut down before the elections, too late and it's moot. As a separate bit of insurance, Donald's regime has been trying to get its mitts on state voter rolls, going so far as to try to extort it from Minnesota as the price for ICE/BP deescalation (in writing).
