If someone showed me that video with no back story and asked me to interpret it, I would say it's a video of someone getting struck by a vehicle.
That's ultimately the main factor. What was going though his head, and how much time he have to make a decision.
I believe somebody posted a section from ICE’s internal rules prohibiting firing into a moving vehicle. Assuming that’s accurate, then, at a minimum, he seemed perfectly willing to violate his training to lethal effect.
Survival mode can be quite dominating. Especially when one only has a second or two to react.
