I'm afraid you'd have to go back a lot further than that, probably pre-Reagan, for US conservative Christians to support welfare and other means of helping the poor.

What's changed more recently is the nationalist anti-immigration tack. Foreigners coming to our shores (legally) were, once upon a time, "future Americans". Reagan spoke of America as a "beacon of hope". Now the light's been snuffed out.
Pre civil rights. Backlash to welfare programs came when it was perceived as helping too many undeserving and undesirable blacks. Over time, the rhetoric and policies that were once explicitly racist (e.g. closing public pools because they were required to admit blacks) morphed into being superficially race-neutral (but fairly dog-whistle-ish wherein "poor" was interpreted as "black") and then, after a couple generations, ultimately became just anti-poor.

I would agree to the two way approach, if there were only a medication that takes away the shaking, and panic involved in drug withdrawal. If such a drug existed, in patch or pill form, then we could say that we stand a chance at reducing the demand aspect.

...But until such a medication exists, out of 48.4 million abusers in the U.S., recovery will remain impossible for the 12 million ( 25%) who, as it stands, will never recover.

On this page other charts with slightly different statistics are available. Nearly always the USA is in the darkest colour. Instead of saying "we don't have a pill, we can't do anything", you should ask yourself (well competent authorities should do that) "what do other countries do different and what can we apply here?".
Other nations didn't wait for medication to come, why is the Greatest Nation on Earth, with the Greatest President ever waiting for?

First off Trump needs to be briefed on "Third World" nations. It is rude and condescending.
To google ai: The proper terms to replace "third world nations" are developing countries, least developed countries (LDCs), and the Global South. These terms are more accurate and less pejorative than "third world," which is an outdated Cold War term that is now considered demeaning

Secondly, Trump is not stopping all developing nation migration, but a subset of 19 developing nations. Hopefully, they have identifed the riskier ones. I would suggest that Laos is not sending the USA bad poeple. I asked google AI and:

I have said elsewhere but vetting is not enough. The USA needs to monitor new visa holders esepcially those from who arrive from "risky nations." I think too that the policies should be amended to target the risk. A 60 year old mother in law from Burma going to an American family poses no risk to America. A 20-35 year old male, with military expereince does.

It matters because I know Amercans waiting for family members to get their visas. Such delays with legal immigration create massive hardships for some and are detrimental to America. One friend I have is waiting for his wife's visa from an Asian nation. A builder by trade who would be creating housing supplly for the USA and income, sitting on hold overseas now over a year, waiting on the USA.

It's because they don't know how to build and innovate, all their cultures are capable of is patching and repairing what was given to them.

"Third world" is archaic Cold War language referring to nations not aligned with the US or the USSR. It is out of date by 1/3 of a century. Whatever meaning it had 40 years ago is gone. Use words that still have meaning.
