President Trump himself has admitted that several persons he selected in his first term were mistakes. He's corrected those mistakes in his second term.Attorney General Jeff Sessions was a lifelong Republican and the first senator to endorse Donald J. Trump. Deputy Attorney General Rod Rosenstein, also a lifelong Republican, was appointed by President Trump. Former FBI Director James Comey was a registered Republican, and President Trump once praised Comey’s disclosure of Clinton’s email investigation as courageous. Attorney General Bill Barr, another lifelong Republican who previously served under other Republican presidents, was also appointed by President Trump. Christopher Wray, former FBI Director, has been a lifelong Republican. He was appointed Assistant Attorney General and led the Criminal Division of the Department of Justice under President George W. Bush. In 2017, President Donald Trump selected Wray to serve as FBI Director.
If these individuals' ideologies differ greatly from President Trump and his MAGA movement, why did he appoint them to top government positions? Specifically, why did President Trump select Christopher Wray as FBI director if Wray is perceived as a deep state liberal?

Too many times, career bureaucrats don't enact the will of their political bosses.Bureaucrats manage things.
If instructed, they will implement the wills of their political masters.
However, they will generally do so in a way that is based in the real world and the specific situations they're faced with. Otherwise, you end up with policy implementation that is totally divorced from reality, or flaps around like laundry on a windy day. And that's not good for anyone.
See, for instance, the mess that is current US trade, aid and diplomatic policy. Or US domestic health policy. Similarly, the disaster that was Brexit, or the Liz Truss 'mini-budget'.
These are/were nominally the "will of the people and their elected representatives". Unfortunately they were also full of such cack-brained ideas that their implementation was necessarily cack-handed. Ultimately, these policies acted against the general public good.

Despite running against the Iraq war, President Obama kept President Bush's Defense Secretary in place during his first term. At no point did the Obama administration accuse Secretary Gates of undermining the administration's agenda. President Obama also appointed a lifelong Republican as Secretary of Defense in his second term, and there were no public claims from the administration that this appointee was working against its goals. The FBI Director under Obama was appointed by President W. Bush, as was the Chair of the Federal Reserve. President Obama did not blame the Fed Chair for hindering his economic agenda.
There has been a long-standing tradition in the United States of career federal employees serving under various presidents for over 240 years. However, only during President Trump's administration, there were accusation against federal employees were working against his agenda and concerns were raised about potential efforts to undermine it.
