Cost of painting from a web search is listed at 1 to 3 dollars a square foot. The minimum height is around 18 feet high, (some sections are far higher, depending on the location) So, the 18 dollars a linear foot at a minimum would be $84,480 per mile (18 *5280). There is 2000 miles so the minimum cost would be $168,960,000 the maximum at 3 dollars a square foot would be about half a billion.
AI says that black paint will create 12-18 degrees of more surface heat from a cooler color. I am not certain but it seems like the color is somewhat dark already. From AI "A metal fence at 100°F (37.8°C) is likely to be warm to the touch but not dangerously hot. While it's not hot enough to cause severe burns, it could be uncomfortable to handle for extended periods." So it seems doubtful that adding the black paint would be much of a deterrent. Most would use a ladder and/or gloves anyway.

I can't find exactly the type of paint and process that is used in the current fence. One would assume that it is painted well, with a rust proofing underlayment, though it might be some kinde of infused process. I might conclude that painting an extra layer of black will cause the wall to last longer as the article suggests. This could be the case. However, given that the weak spot in the metal is likely to be below the surface in the ground, this would only apply to new fence that is painted in it's entirely. The existing wall would fail at or below the surface most likely over time.
It is not likely that a roller brush would be used in anything but the photo opp with Noem. Given the ridges and gaps a sprayer would be used.
So is this decision a good one? I personally think no based on my assumptions. I would assume the US border wall will be upgraded in thirty years or less with higher tech stuff and the money spent here is going to be financed by debt that requires interest to to paid out.

How long would that take I wonder? Years? Decades? A waste of time and money?

I doubt it would deter them. These immigrants go through a lot of horrible conditions. Before they make it to the border.
If they’re here illegally, I wouldn’t call them “immigrants.” In my humble opinion.

The law is the law.
