If it is a city thing then city officials should make policy and face the city press. Trump brought this attention on himself by messing around in city policy.
Your points are valid, but it's also true that DC is a special kind of city, with ties to the federal government like no other.

Get them off the street so they will nolonger become a threat to themselves or others, and put them in a secure facility where they can receive food, shelter, medical treatment, and addiction treatment before they are psychologically evaluated. After they are chemically clean and their phycological state is sound, they can then be released with strict probationary instructions. Kinda like what is happening now.
And will this happen by their will? Can they leave when they want?
Don't answer, there is one phrase that says it all: "they can then be released".

So, it's incarceration.

The US needs to bring back the mental health clinics and institutions.
A decade after doing this, I suspect people would find a way to maintain their sanity rather than find themselves in an institution.

I’m no legal expert :) or anything near, but I’m fairly certain that this could be considered a “seizure” under the 4th Amendment.
(It’s probably a legal seizure, too, if the people whose property it is, are compensated…by not going to jail. Winning!)

It's the homeless people causing problems that's the main issue. Mainly in the form of throwing litter all over the place, relieving themselves on the sidewalks and committing vandalism. Like the one who put one of these through my windshield a couple of days ago.

Actually people can make a lot of money panhandling.


And then there's plain old theft. That's why if you leave anything in your car, like a backpack, you'll come back to find your window smashed and your backpack missing. That's why I never leave anything visable in my car and sometimes leave my glove box hanging open. Some folks go as far leaving a car window rolled down to hopefully avoid one getting smashed.

Edit: Good grief now they're even stealing airbags in DC.


The guy who smashed my windshield a couple of days ago got caught immediately because I was parked right by a police station lol. It cost me $324 to replace it which is not so lol.
