You're probably right, lazy goof offs have always been a problem. It's really increased leniency. People get away with what used to get them fired, like being chronically late and caught sleeping on the job. That's probably what the real difference is.
None of that has anything to do with sick time.

It's not your boss's business what your medical situation is. Sick time, like that in the OP, is limited enough that there really isn't enough to abuse.

Plus, taking time off for preventative doctor visits, like a colonoscopy or breast exam, is totally legit, even if you're not sick.
At least over here in germany, people get a doctor notice for days/times they participate in such measures if they can't be performed outside of working hours. If it's just a short thing and you can work after that, you only get the time off that is neccessary for the procedure, as well as the way back to your place of work.

Missouri has tried to override the will of the people before.

When the voters passed a referendum to join the Affordable Care Act state option, the governor said it wasn't in the budget and refused to implement their vote. After lengthy court cases, he was forced to abide by the will of the people.

Another time voters passed a bill favorable to the 99% and he tried to stop implementation saying they "didn't understand what the bill meant."

The Missouri legislature and governor are the ones who don't understand. The people of Missouri know very well that things like affordable healthcare, higher minimum wages, etc. are necessary for their economic survival. Despite having voted for these callous inhumane legislators and governor, they are smarter than the people they elected think they are. Hopefully smart enough to get rid fo them in 2026.

I don't think people should get sick days unless they have a written doctor's notice that proves they are too sick to work.
Part of the problem with that is that then people come into work sick and infect the rest of the staff. Also, doctors here don't have a lot of unbooked office time available. Urgent care for a cold seems like overkill.

Add in that they have to pay out of pocket for this appointment, because insurance doesn’t pay until deductible is met, just to obtain a doctor’s note for an obvious diagnosis.

I quit my previous job a few years ago when they were trying to work us off the clock. That was when I learned that HR is not your friend; they tried to cover it up.
I threatened to call “wage and hour” and a policy whereby workers were “required” to be somewhere off-the-clock was rescinded.

In my state we had a constitutional initiative to freeze property taxes. It passed the public vote. Over tge following years the legislature was able to create laws to circumvent the initiative. And in the end it had done little to nothing to prevent property taxes from skyrocketing as housing values increased. Government rarely does anything that seriously benefits the population as a whole financially. It is. Always looking for ways to get more money from us.

Sick leave is a tough thing to regulate. I do think businesses ought to be able to require a doctor's note if you take sick leave under certain conditions.

1. If you have a pattern of taking sick leave on your first or last day of work.
2. You have extended called in sick leave for more than 3 days.

At my work we always have people who abuse rheir sick leave. There is one worker who started just before me. I have hundreds of sick hours available. My co worker has like 20 and is always fighting to try and keep those as they use it as fast as they accumulate it.

A few questions (I'm not from Missouri, nor have I ever been there that I recall apart from some connecting flights) for my own edification...

Was the minimum wage increase provision that was attached to it potentially a "poison pill"?

and...

Does the Missouri constitution grant the legislature the ability to full-repeal a citizen led ballot measure?
(here in Ohio, the legislature can make certain amendments to them, but can't outright negate them, hence the reason why we still have legal pot to the dismay of some of the legislators)

Personally, I think state legislatures should have certain escape hatches to keep their states out of trouble that can come at the hands of voter-led ballot initiatives, but without being intimately familiar with their laws, I can't say whether or not this is out of the ordinary for them.
