If Israeli soldiers wanted to use Palestinians as target practice they could do that without setting up food sites. And if it was the IDF's policy to shoot Palestinians for being Palestinians, there wouldn't be anyone left anymore at this point, let alone 98% of the entire pre-war population that somehow dodged the "deliberate targeting" of the IDF for two years.
