What is the purpose of observer seats ?
Because Russia had one seat in the Council of Europe,Depends on the seat and the body it resides in. Generally speaking, their role is to report on the goings on (discussion, debate, decisions) within a foreign political body in order to facilitate common goals or enhance co-operation.
In the case of the European Parliament, observers are taken from prospective member states in the process of joining the EU (ie, they've formally commenced accession negotiations). In the case of the US Congress, there are no foreign observers. Same with the Russian Duma.
The Council of Europe has observer seats (US, Canada, Japan, Mexico, the Vatican), which are intended to enhance co-operation on treaties/arrangements that they are jointly involved in. Observer states need to "share the ideals and values of the Council of Europe" and be engaged in dialogue "particularly in that of democratic security with a view to reinforcing democratic institutions, establishing the rule of law and reinforcing human rights".
