Whatever happened to federal law outranking state and county law?

It sounds like she told tgem to wait in a certain area and then let the illegal out a different door. There were others there that can attest to her actions which led to the illegal criminal fleeing from the agents because he was let out a door that allowed him to avoid them. He probably wouldn't have been caught except for the fact that the judge didn't spot the last agent.

Yeah she aided an illegal criminal in avoiding ICE.

Because the two do not conflict here. The federal law says the administrative warrant is less than a judicial one and the administrative warrant is not valid in the courthouse.

No, she asked ICE about the warrant and they informed her that it was an administrative warrant, which she informed them (and which they should know) cannot be executed in the courtroom. Perhaps I'm wrong but my impression is that they wanted to argue the matter, so she directed them to the person responsible for the courthouse and its rules, the chief judge.

Again, it is just as likely that she wanted to avoid a "scene" in her courtroom (which is why only judicial warrants can be served in the courthouse) than to help the person escape, so she helped remove them from the courthouse where ICE had jurisdiction to serve their administrative warrant, without interrupting her court further. Further, I suspect if she wanted to keep the person from being arrested, she would have done something more that would have prevented him from being arrested by ICE outside the courthouse a short time later.
