"A 2023 Government Accountability Office report that reviewed reporting of other transaction agreements found that over $40 billion in OTAs were not reported to USAspending.gov. GAO added in the report that until Congress includes the agreements as part of what agencies must report to the website, “policymakers and the public will continue to lack complete spending information and transparency of OTAs.”
The bipartisan nature of the bill comes as Washington has been locked in a largely partisan fight over cutting the overall size of the federal government, with even Republicans becoming increasingly public about their concerns about the sweeping nature of Elon Musk’s work. Though congressional Republicans largely support the aim, they’ve urged Cabinet and agency heads to be in the driver's seat instead of Musk when it comes to personnel decisions."
