Strictly speaking, the Nazarite prohibition was cutting hair on his head. However, as an Israelite male, he was not allowed to shave his face either.
For the Israelites, cutting hair on your head was okay. Even shaving their heads was okay. But they were not allowed to shave their mustache or beard except for cleansing lepers (Le 14:9).27 Do not cut the hair at the sides of your head or clip off the edges of your beard.

Priests were not allowed to shave their heads to be bald like the Egpytian priests or today's Buddhist Monks. Presumably, they were allowed to cut their hair when it got too long.5 Priests must not shave their heads or shave off the edges of their beards or cut their bodies.

Like the priests, a Nazirite was not allowed to shave their heads. As an Israelite, he was not to cut his beard either.5 During the entire period of their Nazirite vow, no razor may be used on their head. They must be holy until the period of their dedication to the LORD is over; they must let their hair grow long.
