It is pretty well established that we knew the attack was coming.
One fascinating bit of circumstantial evidence is that several battleships, basically the past, were sunk, while there was not a single aircraft carrier, the future, even in or near Pearl Harbor.
One has to wonder how things would have worked out if Japan had declared war before the attack, which is what the Japanese military intended.

Otherwise, what I said isn't wildly out of sorts.
Freezing the assets of another country, (very publicly) ordering a "shoot on sight" policy, providing aid to their adversaries, and the statement from Roosevelt of "the question was how we should maneuver them into the position of being the ones to fire the first shot"
...would all indicate provocation would it not?
Notice I didn't say the US started the war, I just merely suggested that we engaged in various forms of provocation that would make an attack against us likely so that, in turn, it would give us an excuse to enter and change public perception about the prospect of entering the conflict.
Think about it...
If I said "here's what we're going to do"
- I'm going to order all banks to freeze Chesterson's money so they can't access it.
- That neighbor that keeps TP'ing Chesterson's house...yeah, we're going to buy them 40 rolls of TP per week so they can more easily do it
- I'm going to order a "slash Chesterson's tires on site if you see their car in a parking lot"
- I'll say "Okay Chesterson, if you want your money back, you just have to stop associating with your two best friends"
...and to top it all off, I said to my closest advisor that I "need to find a way to maneuver Chesterson into throwing the first punch"
That would reasonably be seen as me trying to provoke you, yes?

No, it was an important battle in the war between the French and the Viet Minh.
One learns some interesting details when their Jr. High history teacher went to West Point. It seems the military academies actually teach the truth and details about wars so that their graduates can avoid repeating mistakes. (Well, at least to the degree that they have the power to make and implement policy).

Provocation was against Japan before the war with embargoes provoking Japan to retaliate. Europe was a mercenary act, the payoff leading to US wealth and dominance as Europe and the British Empire paid the bill. The cold war started after the US refused to honour the deal made with Russia by Great Britain for joining the war effort over the divvying up of the Middle East.

Should the U.S. have continued to fund a powerful war machine that was killing, plundering, raping and torturing half of Asia, with declared intentions to do it to all of Asia and the Pacific? If you're selling baseball bats to a gang of bullies who are going around beating up people with the bats, and you have good reason to believe they're also planning on beating you up, would you continue selling them bats? What you mentioned in your post is "preparedness", not provocation.
