Should the U.S. have continued to fund a powerful war machine that was killing, plundering, raping and torturing half of Asia, with declared intentions to do it to all of Asia and the Pacific? Freezing the assets of another country, (very publicly) ordering a "shoot on sight" policy, providing aid to their adversaries, and the statement from Roosevelt of "the question was how we should maneuver them into the position of being the ones to fire the first shot"
...would all indicate provocation would it not?
Notice I didn't say the US started the war, I just merely suggested that we engaged in various forms of provocation that would make an attack against us likely so that, in turn, it would give us an excuse to enter and change public perception about the prospect of entering the conflict.

If I said "here's what we're going to do"
- I'm going to order all banks to freeze Chesterson's money so they can't access it.
- That neighbor that keeps TP'ing Chesterson's house...yeah, we're going to buy them 40 rolls of TP per week so they can more easily do it
