Vatican II states "no new public revelation is to be expected before the glorious manifestation of our Lord, Jesus Christ." The notion of progressive or continuing revelation is not held by the Catholic Church or by Eastern Orthodoxy, who instead favor the idea of tradition and development of doctrine.Then you may have misunderstood him. From Dei Verbum: "The Christian dispensation, therefore, as the new and definitive covenant, will never pass away and we now await no further new public revelation before the glorious manifestation of our Lord Jesus Christ (see 1 Tim. 6:14 and Tit. 2:13)."
I'm well aware of the "discipline, not doctrine" apologetic. It's just that what's included in doctrine keeps shrinking and what's included in discipline keeps expanding.
But you are right that God revealed his whole plan so nobody can go back and say "Jesus actually said this in some document somewhere."
The revelation is the Bible. Many prominent theologians go back through scripture over and over looking for new connections and commandments and how they fit together.
