I have heard that a better translation might be whatever you bind on earth shall have been bound in heaven. Instead of giving Peter a new "power" it places a restriction on him not to exceed what has been written.

An example of this restriction might be seen in Acts when James declares the restrictions to be placed on gentile believers in the kingdom gospel. They did not need to be circumcised, but they did have restrictions placed on them that were consistent with the restrictions placed on gentile sojourners in the Old Testament.

I did miss in my notes the word BOUND //DEO is in the Greek PREFECT TENSE , PASSIVE VOICE , Nominative Case , in the Singular and in the Greek NEUTER , meaning Male and Female

What you quoted is in the KJV and is what I also use all the time .
