At the burning bush, Ex 3:

7 The LORD said, “I have indeed seen the affliction of My people in Egypt. I have heard them crying out because of their oppressors, and I am aware of their sufferings. 8 I have come down to rescue them from the hand of the Egyptians and to bring them up out of that land to a good and spacious land, a land flowing with milk and honey—the home of the Canaanites, Hittites, Amorites, Perizzites, Hivites, and Jebusites.
The promise above was to the Israelites in general and not particularly to Moses.

Ex 6:

6 Therefore tell the Israelites: ‘I am the LORD, and I will bring you out from under the yoke of the Egyptians and deliver you from their bondage. I will redeem you with an outstretched arm and with mighty acts of judgment. 7 I will take you as My own people, and I will be your God. Then you will know that I am the LORD your God, who brought you out from under the yoke of the Egyptians. 8 And I will bring you [plural] into the land that I swore to give to Abraham, Isaac, and Jacob. I will give it to you as a possession. I am the LORD!’ ”
The Bible does not record an explicit, personal promise to Moses that he individually would enter the land, but rather that he would lead the people to it. In fact, Num 20:

12 The LORD said to Moses and Aaron, “Because you did not believe in me, to uphold me as holy in the eyes of the people of Israel, therefore you shall not bring this assembly into the land that I have given them.”
Did God ever say that he would bring Moses into the promised land?

No.

However, Numbers 32:

33 Moses gave to the Gadites, the Reubenites and the half-tribe of Manasseh son of Joseph the kingdom of Sihon king of the Amorites and the kingdom of Og king of Bashan—the whole land with its cities and the territory around them.

According to Exodus 6, God did not promise Moses that he himself would enter the Promised Land. However, in verse 4, God does state that He is the Lord who led Abraham, Isaac, and Jacob out of Egypt, and will grant the land as a possession to them and their descendants (the Israelites). This is indicative of His covenant with them, but not necessarily a promise for Moses. In Exodus 7:16-25, it shows that God sent plagues upon Pharaoh because he refused to let the Israelites go free, but there's no indication in this passage that God intended to take Moses into the land himself. Later on, when Moses is not present during events such as Joshua leading the Israelites across the Jordan River (Joshua 3-4), it becomes clear that Moses was not meant to enter the Promised Land along with his people.
