They were not included in the Tanakh by a combination of factors:

  1. The books were not divinely inspired. They were not written by a recognized prophet.
  2. Time: The last book in the Tanakh was written in 430 BC. The First Book of Maccabees was written in the late 130 BC, 3 centuries later.
  3. Language: The Tanakh was written in Hebrew, with a small portion in Aramaic. 1st Maccabees was written in Hebrew but 2nd, 3rd, and 4th were written in Greek.
Ethiopian Jews included the Maccabees.

Rabbis discussed the canon from 2nd to 5th centuries CE. They chose not to include the Maccabees.

In any case, they contained valuable Jewish history, like the Hanukkah. I do not reject anything outright but put a weight on everything.
