FBI agents conducted search warrants early Thursday at the home of Oakland Mayor Sheng Thao and the home of an employee of a city waste contractor.

The FBI confirmed the two search warrants but declined to say who the targets of the search warrants were and whether they were connected.

The first search was conducted at the mayor’s home on Maiden Lane in the Lincoln Highlands neighborhood, and it also included officers from the Internal Revenue Service as well as the U.S. Postal Service.

Video from local news agencies showed agents carrying boxes and bags out of the house.

Property records show that the [2nd] home is connected to Andy Duong, one of the Duong family members who own and manage Cal Waste Solutions, which has been investigated over campaign contributions to Thao and other elected city officials, the Oaklandside reported in 2020.

A long-running probe​

For five years, the Oakland Public Ethics Commission and the state Fair Political Practices Commission have been investigating allegations that executives at California Waste Solutions, namely members of the Duong family, used “straw donors” to circumvent donation limits and fill the campaign coffers of public officials.

The FBI has not formally accused Thao or members of the Duong family of wrongdoing. Thao’s attorney, Anthony J. Brass, told The Times in an email that the mayor has no information or indication that she is the subject of the federal inquiry, and that she is willing to cooperate with investigators.

“She has nothing to hide,” Brass said. “It’s unfortunate that she has had to endure the bad optics of having this search warrant executed on her home. She would have cooperated with this investigation without the need for this search.”

Oakland mayor in crisis as lawyer, top aide jump ship following fiery speech after FBI raid​

Over the last two days, following a fiery speech she gave declaring her innocence, Thao lost her personal lawyer as well as the head of communications for her administration. A former chief of staff, who resigned in 2022, has called on the mayor to resign, noting that she quit because of a pay-to-play scandal involving Thao’s administration.

“It says a lot when you have people of this caliber abandoning you,” Bay Area public relations specialist Sam Singer said. “The city of Oakland is in full crisis mode and on the verge of collapse. The instability of Sheng Thao’s administration and the inaction of the City Council is of deep concern.”

The current drama facing the mayor is two-pronged. Last Tuesday, a campaign to have her recalled made it onto November’s ballot. Separately, the very next day, Thao’s house was raided by the FBI as part of an investigation, the details of which are still murky.
