It certainly looks that way. There are (unconfirmed) reports of weapons transports from N. Korea to Russia already. Putin rarely leaves Russia so there must be a strong reason to make him. Russian is already being supplied from Iran, so it makes sense.

I disagree. Russia is badly stretched. A great deal of North Korean weaponry originated in Russia. Putin just wants it back and is ready to pay, in a bizarre inversion of the usual 'aid' Russia offers to its client states. (Without Russia North Korea would never have existed.)
