How do we determine who the dogs are? And how are we to do that without violating His command to not judge? Are the dogs different from the false prophets who we can identify by their fruits? And lastly, what are the pearls exactly - the wisdom gained from our own experiences that He gives to His children for our testimonies, or His Word alone, or His Word combined with our testimonies?

In that context it means non-believers. It's not in any way an insult as in calling someone a dog. Jesus also used to same expression with the Caananite woman at Matt 15:26-28. The meaning is that children at the table shouldn't throw their bread to their pet animals. But anyways, the Didache expands on it by identifying the bread as the Eucharist and the dogs as non-believers:

But let no one eat or drink of your Thanksgiving (Eucharist), but they who have been baptized into the name of the Lord; for concerning this also the Lord has said, Give not that which is holy to the dogs. - Didache Chapter 9

This is a referance to the gentiles. In the book of acts the early church was very surprised that the gentiles were able to receive the Holy Spirit. Even then there was talk about how they had to be circumcised and convert to being Jewish. Even today they teach gentiles if they want to learn. I had one rabbi quote me $300 an hour he would answer any question. They would have been questions that challenge their faith and cause them to think about what they are teaching. So I guess I can understand where they are coming from. Jesus made it clear that He was sent to Israel. SO the disciples never expected gentiles to be saved and were very surprised when they were able to receive salvation.
