Before Moses died, he wrote a song in Deuteronomy 31:

30 Then Moses spoke the words of this song until they were finished, in the ears of all the assembly of Israel:
22:

26 I would have said, “I will cut them to pieces; I will wipe them from human memory,”
God decided not to destroy the Israelites.

27 had I not feared provocation by the enemy, lest their adversaries should misunderstand, lest they should say, “Our hand is triumphant, it was not the LORD who did all this.”’
If God had destroyed them, the enemy would have claimed that they had triumphed. God didn't want to hear that false claim. So, God did not wipe the Israelites from human memory.

Did God fear the enemy?

No, God is almighty and fears no one. Moses depicted a hypothetical scenario in anthropomorphic and poetic language as if God would fear the enemy's bad-mouthing God.
