Yes it is. Ephesians 5:4 KJV, “Neither filthiness, nor foolish talking, nor jesting, which are not convenient: but rather giving of thanks.”
Some people might not mind, but the sin is what pranks can ultimately cause. In some cases, even if you tell a person it’s a joke, that doesn’t remove the offense. Some people feel pranks are an attack and sees it as bulling or disrespectful and/or harassment.
We as Christians are not to act in ways to cause an offense, 2 Corinthians 6:3 KJV. We are to even abstain from the appearance of evil, 1 Thessalonians 5:22 KJV.

So would something like whoopie cushions or hand buzzers count? Or is it the context of the prank? Like say, two brothers who have a wide slew of in-jokes between each other or something?
I recall seeing this one video where this guy "pranked" his mom by pretending he hung himself. I can definitely seeing that as sinful behavior.

Sometimes a prank comes in the form of lying and then later admitting to the person you were lying ... Usually the idea is to fool or embarrass someone so - Christians tend to avoid it in general.

Pranking people in a way that could scare them, prolong the joke for more than a few seconds, or put a person at risk, then a prank is a sin.
Example: Say you are an auto repair person doing a $60 oil change for someone, and you make a joke saying that the customer's car or truck's gearbox is broken and repairs would be $10K. The customer's jaw drops. Five seconds later, you tell the customer that it is a joke, and the gearbox was never broken. Then, the customer would probably laugh it off.
I like when people prank call scammers themselves. A voice actor (OwnagePranks) on the internet has pranked scammers, and has videos on getting back at the scam call centers.
Note that this voice acting content by OwnagePranks is recommended for ages 15 to 16+ in my opinion for mild to moderate profanity:

I would get to know someone so I know if he or she would enjoy pranks.
And yes the pranks should be kind and fun.
A prank can set someone up to discover a special thing you have for the person. For example, you have a surprise birthday party for someone. So, you invite the person to go out with you. The person gets into your car and finds food that you want to give to the person, and the food needs to be put in the refrigerator, right away. So, the person goes back inside, and surprise!!! The others had time to get into the house while the person came to your car.
And the food is for the party, including the prank of giving the person much too much food to eat by oneself.
So you can do multi-pranking.
