That would be in the various legal codes of the several states. The mandates are all being issued based on authority given the governors by state law. In this case, Congress has not given the President to declare a city a "anarchist jurisdiction" and then deny federal funds based on that.The same place mask-wearing mandates (a mandate rather than law) is spelled out.

I live in Wisconsin, which is where Kenosha is. I actually live much closer to Minneapolis though. So that's 2 cities that have seen violence that I live near, not that it's really relevant to anything. But watching our governor and Lt. Governor inflame the situation with their comments indicated which side they were on, and it wasn't with the peaceful citizens of the state.

If the violence was still being allowed to continue, then yes. But it isn't, so no.
