Romans 2:
14 For whenever they of the nations that have no law, by nature may be doing that which the law demands, these, having no law, are a law to themselves,
15 who are displaying the action of the law written in their hearts, their conscience testifying together and their reckonings between one another, accusing or defending them,

James 1:25. But he who looks into the perfect law of liberty and continues in it,
and is not a forgetful hearer but a doer of the work, this one will be blessed in what he does.
James 2:12. So speak and so do as those who will be judged by the law of liberty.

1 Timothy 1:5. Now the consummation of the charge is love out of a clean heart and
a good conscience and unfeigned faith.

how much rather shall the blood of Christ, Who, through the eonian Spirit offers Himself flawless to God, be cleansing your conscience from dead works to be offering divine service to the living and true God?

Conclusion: the perfect law of liberty=the law of the Spirit of Life,
manifested in a conscience without offense.

This being so, I myself always strive to have a conscience without offense toward God and men.

The One Law is The One Spirit.

In Romans 2:14, believing Gentiles will by nature do what God's law requires. In Psalms 19:7, the Mosaic Law is described as perfect, in Psalms 119:45, it is described as a law of liberty, and in Psalms 119:1, it blesses those who obey it, so when James 1:25 speaks about a perfect law of liberty that blesses those who obey it, he wasn't saying anything about the Mosaic Law that wasn't already said in the Psalms. In Romans 7:25-8:2, Paul equated the Mosaic Law with the Law of the Spirit of Life by contrasting both of them with the law of sin and death. In Romans 8:3-4, Jesus set us free from sin so that we might be free to obey God's law and meet its righteous requirement. In Romans 8:4-7, those who walk in the Spirit are contrasted with those who have minds set on the flesh who refuse to submit to God's law.

Our conscience is informed by the highest level of moral law that we believe. However, our conscience part of our fallen nature, so it is not perfect, which is why Paul said in 1 Corinthians 4:3 that even though he was not aware of anything against himself he was not justified. So our conscience helps us to live in accordance with the law, but it does not replace it, and therefore is not the ultimate determiner of our spiritual condition. Our conscience is capable of warning us when our spiritual condition is in danger, but it is not God's law, and needs to be informed by God's law in order to function correctly.

In Romans 14, there are weak Christians whose conscience is not informed in a mature way, where their conscience won't let them do what they really would be free to do, so again our conscience does not replace God's law. Someone's conscience can be so misinformed that their glory is in their shame (Philippians 3:19), where both their mind and their conscience are defiled (Titus 1:15). So the first way to destroy the work of conscience is to misinform it where you don't give it the true law of God and the second way is to silence it when it speaks. In 1 Timothy 4:2, Paul spoke about a wounded or seared conscience, and a good indicator of this is if someone sees nothing wrong with continuing to do what God has revealed in His law to be sin.

The Discipline of God Hebrews 12:
3 For consider Him who endured such hostility from sinners against Himself, lest you become weary and discouraged in your souls.

My son, do not despise the chastening of the Lord,

7 If you endure chastening, God deals with you as with sons; for what son is there whom a father does not chasten?
8 But if you are without chastening, of which all have become partakers, then you are illegitimate and not sons.
9 Furthermore, we have had human fathers who corrected us, and we paid them respect. Shall we not much more readily be in subjection to the Father of spirits and live?
10 For they indeed for a few days chastened us as seemed best to them, but He for our profit, that we may be partakers of His holiness.
11 Now no chastening seems to be joyful for the present, but painful; nevertheless, afterward it yields the peaceable fruit of righteousness to those who have been trained by it.

Isaiah 1:19. If you are willing and obedient, You shall eat the good of the land.
