We've got a situation like this in our diocese. The problem is these mansions are left to the diocese, specifically for the bishop. The will or estate says the Church can't sell or lease, and sometimes other donations are tied to the house. The bishop here acknowledges it's too much house, but he does host fundraisers and miscellaneous dinners. It would be nice if these rich families would just leave these properties to the Church with no strings attached, but that doesn't always happen.

What if a bishop decides to open a mansion and use it as a shelter for the homeless??

He could reside in a less expensive house, and he could even use part of his stipend for the maintenance, electric/gas/water/sewer? It's a thought.

That creates zoning issues. People flip out about a homeless shelter or half-way house in the vicinity of their neighborhood, much less their actual neighborhood.
