Just the fact that your questioning this I would suggest it means that God's Spirit is convicting you not to do this. Even though it is your wife it is a lust of the flesh apart from your wife without her consent. If God has convicted you put it away from you and ask God to be your strength in temptation.

God bless

Is it sinful for a married man to touch while thinking and having fantasies about his wife ?
Is it forbidden in The Holy Scriptures? Is it wrong to ask such a question ?

Is it wise for a starving man to ruin his appetite with a snack if he's getting a full course meal in 1-2 hours?

Its not about if its sinful, its more about if its wise.

it is said in the following verses :
1 corinthians 7:2 “Nevertheless, to avoid fornication, let every man have his own wife, and let every woman have her own husband.”
1 corinthians 7:4 “The wife hath not power of her own body, but the husband: and likewise also the husband hath not power of his own body, but the wife.”
1 corinthians 7:9 “But if they cannot contain, let them marry: for it is better to marry than to burn.”

I guess you shouldn't

Or - ungodly legalism is condemning him.

It is not lagalism to have repentance to turn away from sin and believe and follow God's Word. Those who are born again to love God follow him because they hear His Vioce (the Word) *JOHN 14:15

1 CORINTHIANS 6:18 [18], Flee fornication. Every sin that a man does is without the body; but he that commits fornication sins against his own body.

Some think they can do most anything and still be covered.

My cousin was one.
He's in jail now.
Plus --
lost whatever contact he had with God.

Your cousin went to jail over scriptural legalism? Did he accidentally work on the sabbath?

I think the issue is whether or not your are thinking about your wife, or thinking about an unrealistic fantasy about your wife.

Is that legalism ? The Scriptures don’t actually mention masturbation as a sin. Many young teenage boys and young men touch due to a surge in testosterone levels etc . It seems almost legalistic to condemn such practices. In the nineteenth and early twentieth century in both USA & UK society favoured male circumcision removing the inner and all of the outer foreskin including the frenulum on the penis to stop male masturbation! This was extremely cruel and carried out on baby boys and young men in the Army. In Islam this idea of preventing women from masturbating and overly enjoying sex has been used for centuries in female circumcision removal of the [bless and do not curse][bless and do not curse][bless and do not curse][bless and do not curse][bless and do not curse][bless and do not curse][bless and do not curse][bless and do not curse] & hood of the [bless and do not curse][bless and do not curse][bless and do not curse][bless and do not curse][bless and do not curse][bless and do not curse][bless and do not curse][bless and do not curse] also the outer labia and sometimes the inner labia also. This FGM (female genital mutilation) is now illegal in the UK & hopefully the USA yet MGM (Male genital mutilation) is still practiced in both USA & UK. The reasons vary from religious & hygiene ! imagine insisting a new born baby girl should be routinely circumcised, that the [bless and do not curse][bless and do not curse][bless and do not curse][bless and do not curse][bless and do not curse][bless and do not curse][bless and do not curse][bless and do not curse] hood (female foreskin) is removed
for hygiene reasons or to prevent overly sexual arousal and masturbation.
