could a person with a seared conscience be plagued with every sin they ever committed, constantly being toured in their mind?

The only place that talks about a "seared conscience" is 1 Timothy 4:2
The passage itself defines what that means. They "speak lies in hyprocrasy". The rest of the chapter explains that this is in a religious context. The examples used are forbidding marriage and telling people not to eat certain food. You can't do X, you have to do Y. It's a system of religious legalism whereby the leaders are hypocrites because they tell the people to do things they don't do themselves.
An extreme example would be a religious leader who demands of a child he's sexually abusing to confess their sin and do penance. He's not going to stop abusing the kid; but he wants the kid to bear all his shame. Sick - just sick!

Forgive me.. I don't know. What I do know..is Jesus took all your past sins. Jesus forgave you.. if you confessed believe in Him. Then He does not see them ever again. So any thoughts would ONLY be from the enemy to torment you. But ALL would be a lie...
We forget God can do inner healing
for you "And the peace of God, which transcends all understanding, will guard your hearts and your minds in Christ Jesus." And He said in ISA He will keep you in perfect peace hows mind is stayed on you "Thou wilt keep him in perfect peace, whose mind is stayed on thee: because he trusteth/faith in thee."

Yes. Wrongdoing harms our souls. Harming our souls produces suffering. Suffering is a just temporal punishment.

I hurt to my very core. I don’t understand the things that I’ve done. I don’t understand why I couldn’t comprehend the gospel. I have no love, no desire for anything but to be forgiven and my mind and heart healed. I’m physically sick & my skin is hot. I did not mean to rebel against God. I knew not what I was doing. I was never normal. I wore a mask my whole life, I never had a real personality. Was I created for destruction. Please I don’t understand. How could I be so wicked and not even know it?
