1. The 'ordination' wasnt really an ordination [back in the day] - but a more practical ceremony - so women could baptize other women [modesty]
2. Females did not do what the males did.

I think his suggestion will not be followed through.
In the dangers of our times, it is imprudent.

Benedict has written that a deacon is not conferred the sacramental character to act in persona Christi. This has been the main theological argument on not ordaining women to the priesthood, so I think discussion should continue on the possibility.
